ON THE APPROVAL OF THE ORDER OF FUNCTIONING AND USE OF THE REGIONAL INFORMATION SYSTEM IN THE SPHERE OF PURCHASING GOODS, WORKS, SERVICES TO PROVIDE STATE NEEDS OF THE SMOLENSK REGION
In accordance with the Decree of the Government of the Russian Federation dated November 28, 2013 N 1091 "On uniform requirements for regional and municipal information systems in the procurement of goods, works, services to meet state and municipal needs", the Administration of the Smolensk region decides:
1. Define an automated information system for public procurement of the Smolensk region (hereinafter also referred to as AIS GZ) as a regional information system in the field of procurement of goods, works, services to meet the state needs of the Smolensk region.

2. To approve the attached Procedure for the functioning and use of the regional information system in the procurement of goods, works, services to meet the state needs of the Smolensk region (hereinafter also referred to as the Procedure).

3. State customers of the Smolensk region and regional state budgetary institutions that are users of AIS GZ, ensure the input and updating of data determined by the Federal Law "On the contract system in the procurement of goods, works, services to meet state and municipal needs" and provided for by the Procedure.

AIS GZ users are state customers of the Smolensk region, regional state budgetary institutions (hereinafter also referred to as customers), the executive body of the Smolensk region, authorized to identify suppliers (contractors, performers) for state customers of the Smolensk region, regional state budgetary institutions and municipal customers (hereinafter - an authorized body), an executive body of the Smolensk region, authorized to monitor compliance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs.

1.3. Administrator of AIS GZ provides:
a) the functioning of the hardware and software complex AIS GZ;
b) integration of AIS GZ with a unified information system in the field of procurement of goods, works, services to meet state and municipal needs (hereinafter - a unified information system);
c) registration of AIS GZ in a unified information system;
d) interaction with developers and support services of software and hardware used by AIS GZ on issues of maintenance, modernization and revision, correction of identified errors, support for AIS GZ users and other issues related to the functioning of AIS GZ;
e) registration and documentation of all cases of violation of the order of functioning of the AIS GZ;
f) informing users of AIS GZ about the planned interruptions in the work of AIS GZ;
g) protection of information contained in the AIS GZ;
h) compliance of the AIS GZ with the legislative and other regulatory legal acts of the Russian Federation governing relations in the field of information protection, the use of electronic signatures;
i) backup and restoration of information located in the AIS GZ;
j) maintaining the domain name of the AIS GZ;
k) administration of AIS GZ users;
l) updating information on certificates of electronic signature of AIS GZ users;
m) maintenance of AIS GZ directories;
n) organizing the creation of reports on the procurement of goods, works, services to meet the state needs of the Smolensk region (hereinafter - procurement) using the AIS GZ;

o) establishment of regulations for the use of AIS GZ;
p) other functions related to ensuring the operability, technical support, the operation of the AIS GZ and the receipt, processing of the information contained in it.
1.4. The administrator of the AIS GZ ensures the maintenance, maintenance and modernization of the AIS GZ in order to comply with the uniform requirements for regional and municipal information systems in the field of procurement of goods, works, services established by the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works , services to meet state and municipal needs (hereinafter referred to as the legislation of the Russian Federation on the contract system).
1.5. The owner of the information contained in the AIS GZ is the Smolensk region. On behalf of the Smolensk region, the powers of the owner of the information contained in the AIS GZ are carried out by the administrator of the AIS GZ.
2. The structure of the AIS GZ
2.1. AIS GZ includes a set of information systems, software tools, database management systems, databases, hardware, other software and hardware that comply with the legislation of the Russian Federation, which determines the requirements for state information systems in the procurement of goods, works, services used customers.
2.2. AIS GZ includes the following main structural elements:
The module for planning, formation and implementation of purchases, providing comprehensive automation of the activities of customers and the authorized body;
Integration module with the official website of the Russian Federation in the information and telecommunications network Internet for posting information on placing orders for the supply of goods, performance of work, provision of services, as well as with a unified information system after its commissioning;
The module for the formation of printed documents, which ensures the automatic generation of all documents used in the processes of formation and implementation of purchases;
The module for preparing information about contracts in accordance with the results of procurement, as well as recording information about information posted in the register of contracts;
A module designed for integration with information systems for control and accounting of procurement financial support;
A module designed to provide data exchange between modules included in the AIS GZ;
A module designed for informational, methodological and instrumental support of all stages of the procurement process;
Information security module.
3. The order of functioning of the AIS GZ
3.1. AIS GZ provides:
a) the formation, processing, storage and provision of data (including automated) necessary for the users of AIS GZ to perform their functions in accordance with the Federal Law;
b) guaranteed transfer and placement in the unified information system of information and documents provided for by the legislation of the Russian Federation on the contract system. Prior to the commissioning of a unified information system, information to be placed in a unified information system is posted in the manner prescribed by the Government of the Russian Federation on the official website of the Russian Federation in the information and telecommunications network Internet for posting information on placing orders for the supply of goods, performance of work, provision of services;
c) control over compliance:
Information on the amount of financial support included in the procurement plans, information on the amount of financial support for procurement, approved and communicated to the customer;
Information included in procurement schedules (hereinafter - schedules), information contained in procurement plans;
Information contained in notices of procurement, procurement documentation, information contained in schedules;
Information contained in the protocols for determining suppliers (contractors, performers), information contained in the procurement documentation;
Terms of the draft contract sent in the form of an electronic document to the procurement participant with whom the contract is concluded, information contained in the protocol for determining the supplier (contractor, executor);
Information about the contract, included in the register of contracts concluded by customers, the terms of the contract;
d) exercising departmental control over compliance with the legislation of the Russian Federation on the contract system;
e) the use of an enhanced unqualified electronic signature for signing electronic documents provided for by the Federal Law and legal acts of the Smolensk Region.
3.2. AIS GZ contains:
Procurement plans;
Schedule plans;
Information on the implementation of procurement plans and schedules;
Information on purchases provided for by the Federal Law;
Information on the execution of contracts;
The register of purchases from a single supplier (contractor, contractor) made in accordance with clauses 4 and 5 of part 1 of article 93 of the Federal Law;

Library of standard contracts, standard conditions of contracts;
Customer reports provided for by the Federal Law;
User requests for AIS GZ;
Methodological and other information, the placement of which does not contradict the legislation of the Russian Federation on the contract system.
3.3. AIS GZ users carry out:
Formation and placement in AIS GZ of information on purchases from a single supplier (performer, contractor), carried out in accordance with clauses 4 and 5 of part 1 of article 93 of the Federal Law, within five working days from the date of the conclusion of the contract, amendment of the contract, termination of the contract;
Formation and placement of other information in the AIS GZ in the cases, in the manner and within the time limits established by the Federal Law and the legal acts of the Russian Federation and the Smolensk Region adopted in accordance with it.

3.4. The placement of information in the AIS GZ is carried out by entering the relevant information, filling in the screen forms of a special web interface, as well as placing the corresponding electronic documents in the form of separate files in the corresponding section of the AIS GZ.
3.5. Electronic document flow is carried out in the AIS GZ in accordance with the requirements of the legislation of the Russian Federation in the field of using electronic signatures. Information posted in the AIS GZ without confirmation by an electronic signature has no legal value and is not used for the purposes of preparing notices of procurement, procurement documentation, preparing reports and assessing the progress of procurement.
3.6. The information posted in the AIS GZ is processed in accordance with the provisions of the Federal Law and the legal acts of the Russian Federation and the Smolensk Region adopted in accordance with it. Processing includes systematization, assignment of statuses, analysis and monitoring, implementation of computational operations, establishment of correspondence (logical verification), updating, modification, use, deletion and other operations.
3.7. Updating, changing and deleting the information posted in the AIS GZ is carried out by the AIS GZ user who posted such information, or by the employees of the AIS GZ administrator authorized for appropriate actions on the basis of a written application from the AIS GZ user who posted such information, and is allowed only in cases stipulated by law Russian Federation.
3.8. The AIS GZ administrator ensures the storage of information posted in the AIS GZ for ten years, unless otherwise provided by the legislation of the Russian Federation.
3.9. The access to the AIS GZ of the AIS GZ users is carried out using the means of authentication.
3.10. The AIS GZ administrator ensures the functioning of the AIS GZ, access to its information resources and the exchange of data continuously and around the clock.
3.11. Municipalities of the Smolensk region can use the AIS GZ when making purchases for municipal needs on the basis of an application submitted to the administrator of the AIS GZ in accordance with the Procedure for registering municipal customers in the automated information system of public procurement of the Smolensk region, approved by the order of the director of the Smolensk regional state budgetary institution "Center for information and communication technologies "dated September 18, 2014 N 49.
4. Information interaction of AIS GZ with other information systems
4.1. AIS GZ interacts with the following information systems:
A unified information system, before the commissioning of a unified information system - with the official website of the Russian Federation on the information and telecommunications network Internet for posting information on placing orders for the supply of goods, performance of work, provision of services;
Information systems that ensure the implementation of electronic forms of procedures for determining suppliers (contractors, performers).
4.2. The information and technological interaction of the AIS GZ with the information systems specified in clause 4.1 of this Procedure is carried out by integrating them through the software and technological infrastructure that ensures the exchange of information between systems.
Throughout the second half of 2010, on the instructions of the Committee for Economic Development, Industrial Policy and Trade of St. Petersburg, joint efforts of specialists from the NAUMEN ( ) and the St. Petersburg State Unitary Enterprise "Information and Methodological Center" (www.imc.spb.ru), large-scale work was carried out to modernize the automated information system of the state order (AIS GZ) of the city of St. Petersburg.Why modernization of the AIS GZ was needed
The previous version of the automated information system of the state order of St. Petersburg was built on the principle of a "thick" client, which is characterized by the fact that part of the system logic exists as a separate application and is installed on the computer of each user.
In some cases, such an architecture is justified, and even more convenient for the end user, since if it is implemented correctly, the overall system performance will be higher due to the use of the computing power of users' computers. When it comes to a multifunctional system designed for a huge number of users, and even constantly requiring changes, then this approach is not optimal and bears a lot of labor for the organization that provides system maintenance, and update errors annoy end users.
In addition to architectural problems, there was a problem of system improvements, since the source codes were insufficiently documented, and new development teams could not deal with its finalization. Paying tribute to the efforts of the creators of the old AIS GZ, at the end of 2009 it became clear that it was necessary to fundamentally change the system.
AIS GZ modernization strategy
Since 2009, the support, modernization and development of the AIS GZ of St. Petersburg and the official website of St. Petersburg on the Internet for posting information about state orders in St. Petersburg has been carried out by the St. Petersburg State Unitary Enterprise "Information and Methodological Center" (GUP SPb "IMTs" ). That is, the problems of the "old" AIS GZ steel

At the same time, legislative regulation of the process of placing a state and municipal order was actively developing, including the introduction of the official website of the Russian Federation for posting information on public procurement (POP) and requirements for mandatory placement.
regions of orders on its resources. A list of electronic trading platforms for holding open auctions in electronic form was determined. Accordingly, the need for the integration of the AIS GZ of St. Petersburg with these resources was gradually formed.
Thus, the problems and legislative trends described above required a large-scale modernization of the AIS GZ. Specialists of the Committee for Economic Development, Industrial Policy and Trade and the State Unitary Enterprise SPb "IMC" formulated the following tasks in this direction:
- change the architecture of the AIS GZ from a "thick" client to a technology with Internet access to system functions from anywhere (to a "thin" client);
- get access to the source codes of the system and the right to change them in the interests of the Committee for Economic Development, Industrial Policy and Trade of the Government of St. Petersburg;
- organize groups for the development, training and processing of calls for the operational development, implementation and support of changes in the AIS GZ of the city of St. Petersburg;
- to put into commercial operation a new AIS GZ St. Petersburg, which is as ready as possible to carry out work on integration with environmental protection.
We offered for modernization a software platform of our own design - the Naumen GPMS product, already tested and well-proven in the above-mentioned Sverdlovsk and Oryol regions. Our proposal made it possible to solve the set tasks of modernization in a short time due to:
- Naumen GPMS, which is a web-based software product;
- providing the source codes of the system for their finalization in the interests of the Committee for Economic Development, Industrial Policy and Trade;
- conducting full-time training to work with the system of employees of the State Unitary Enterprise SPb "IMC", both developers and specialists in implementation and support.
In addition to the above strategic directions for modernizing the AIS GZ, there were also specific tactical steps, namely:
- in connection with the introduction of the all-Russian official website from January 1, 2011, it was necessary to implement the integration of the AIS GZ and OOS and ensure its maximum transparency (the architecture of the "thin client" is most consistent with the task of integration, since it is necessary to establish the interaction of only two points: a single AIS GZ server and a single OOS server);
- make a painless transition for users to use the new software platform.
- in order to comply with the integration protocols, it was necessary to adapt the existing functions of the AIS GZ (there was no other alternative, according to the law, all regions are obliged to either integrate or place directly on the CBO);
- migrate legacy data from the "old" system to the new system, so that the process of placing an order was inseparable in the part of the data;
- to develop new multimedia materials on the rules for the functioning and use of the system;
- conduct user training in a very short period of time, since the system cannot be updated in parts, and everything will become new for thousands of users in one night;
- to train specialists of the call center for high-quality support of users of the new system.
Current performance indicators of the new AIS GZ
At the moment, the users of the system are:
- chief administrators of budgetary funds - 65;
- recipients of budgetary funds - 2,964;
Current work on the development of AIS GZ
Currently, work is underway to develop new AIS GZ modules:
- management of regional target programs;
- management of targeted investment programs.
The targeted investment program management module (AIP) is intended for the formation, approval and execution of targeted investment programs in St. Petersburg. The module provides tools for automating the processes of forming, adjusting, distributing funding, approving, as well as executing programs. The AIP module, like the RCP, is fully integrated into the AIS GZ structure.
In addition to the development of functional modules, work is permanently underway to amend the functions of the AIS GZ to comply with changes in legislation, changes in the integration protocols with the official all-Russian website, to improve the usability of the system and the reliability of the AIS GZ functioning.

1. Basic concepts
Request for price quotes- a method of placing an order, in which information about the needs for goods, works, services for the needs of customers is communicated to an unlimited number of persons by posting a notice on the request for quotations on the official website and the winner in the request for quotations is the participant in the order placement who offered the lowest contract price.
Site- a part of the information space in the information and telecommunications network "Internet", which has a unique name (address in the information and telecommunications network "Internet"), which can be viewed from any computer connected to the information and telecommunications network "Internet" using a special program.
Internet"- information and telecommunication network of general use, designed for the exchange of information between computers and other devices in electronic form.
Server- a computer connected to the information and telecommunications network "Internet", which provides clients with access to the general information resources of the ordering system in the Smolensk region and manages these resources.
Automated information system for placing state orders in the Smolensk region(hereinafter - AIS GZ)- a software and hardware complex, the participants of electronic interaction in which constitute a certain circle of persons, intended for submitting a quotation application in the form of an electronic document and meeting the requirements for such systems by the legislation of the Russian Federation and the regulatory legal acts of the Smolensk region.
Open part of AIS GZ- a publicly accessible part of the AIS GZ site, which does not require registration with the AIS GZ to work in it.
Closed part of AIS GZ- A part of the AIS GZ site accessible only to registered users, which allows users to access information and perform actions in accordance with their level of access.
registration- the procedure for providing the Participant with the ability to access the closed part of the AIS GZ for submitting a quotation application in the form of an electronic document.

Enhanced qualified digital signature (hereinafter referred to as Qualified digital signature)- An unqualified ES, the verification key of which is indicated in the qualified certificate, and for the creation and verification of ES, ES means are used that have received confirmation of compliance with the requirements established in accordance with the Federal Law of April 6, 2011.
ES verification key certificate - an electronic document or a paper document issued by the certification center or an authorized representative of the certification center and confirming the ownership of the ES verification key to the owner of the ES verification key certificate.
Qualified certificate of the ES verification key (hereinafter referred to as the qualified certificate) - ES verification key certificate issued by an accredited certification center or a proxy of an accredited certification center, or by a federal executive body authorized in the use of ES.

2. General provisions
2.1. These Regulations for organizing the submission of a quotation application in the form of an electronic document when placing an order by conducting a request for quotations for the supply of goods, performance of work, provision of services for the needs of customers of the Smolensk region using an automated information system for placing a state order of the Smolensk region on the Internet, developed in in accordance with the following documents:

2.2. The Regulation establishes the procedure for submitting a quotation application in the form of an electronic document when placing an order by making a request for quotations for the supply of goods, performance of work, provision of services for the needs of Customers.
2.3. The Regulation establishes the procedure for interaction between the parties:
Customers;
Administrator of AIS GZ;
Participants.
2.4. This Regulation applies to the procedures for placing orders by making a request for quotations from April 27, 2011.
2.5. This Regulation is an agreement of accession in accordance with Article 428 of the Civil Code of the Russian Federation and determines the conditions for the participation of the parties in this process, regulates the relations arising between them.
2.6. This Regulation is distributed in the form of an electronic document at: http: //goszakaz. admin. smolensk. ru.
3. Joining the regulations
3.1. The accession of the Participant in the placement of an order (Supplier) to this Regulation is carried out by registering in the AIS GZ.
3.2. Accession to this Regulation is carried out through the registration procedure on the AIS GZ website in accordance with section 4 of this Regulation in the case of using a qualified ES in the AIS GZ.
In case of using Unqualified ES in AIS GZ, an agreement is concluded on the use of unqualified ES in the form of Appendix No. 1.
3.3. From the moment the AIS GZ Administrator confirms registration on the AIS GZ website, the person concerned is considered to have acceded to the Regulations and is a Party to the Regulations.
3.4. Confirmation of registration by the Administrator of the AIS GZ and consideration of the submitted agreement on the use of unqualified electronic signature in the form of Appendix No. 1 (if the Participant uses an unqualified electronic signature in accordance with the requirements of the Federal Law of 01.01.2001 "On Electronic Signature") and is carried out within a period of no more than one business day from the moment the interested person fulfills paragraph 1 of clause 3.2. of these regulations.
3.5. The fact of the Party's accession to the Regulations is its full acceptance of the terms of these Regulations and its annex in the version valid at the time of the registration procedure on the AIS GZ website in accordance with section 4 of these Regulations.
3.6. After joining the Regulations, all Parties to these Regulations enter into appropriate contractual relations for an indefinite period.
4. Registration of Participants in the AIS GZ
4.1. To be able to submit a quotation application in the form of an electronic document, the Participant or his Plenipotentiary on behalf of the Participant must complete the registration procedure in the AIS GZ.
4.2. Registration in the AIS GZ implies the receipt by an individual of unique identification data to enter the closed part of the AIS GZ in order to represent the interests of the Participant in the system.
4.3. Registration in the AIS GZ expresses the consent of the person to fulfill the obligations arising in connection with the activities in the AIS GZ, and also bears responsibility in accordance with this Regulation, the current legislation of the Russian Federation and other regulatory documents.
4.4. When registering, the Participant is obliged to ensure the completeness and accuracy of the information specified in the registration form provided for by the AIS GZ. The registration form must be signed with an electronic signature in accordance with paragraphs. 6 and 10 of the Regulations for the use of electronic signature in AIS GZ.
4.5. After the Participant passes the registration procedure in the AIS GZ, the Administrator of the AIS GZ confirms to the Participant his personal identification data, which allows him to enter the closed part of the AIS GZ and submit a quotation application in the form of an electronic document.
5. Termination of the contractual relationship.
5.1. The contractual relationship may be terminated at the initiative of one of the Parties in the following cases:
By agreement of the Parties;
If one of the Parties violates the terms of this Regulation.
5.2. In the event of termination of the contractual relationship by agreement of the Parties, the proactive Party shall notify the other Party of its intentions in writing, by e-mail or by fax.
6. The procedure for amending this Regulation
6.1. Changes (additions) to the Regulations, including the annex to it, are made by the Administrator of the AIS GZ.
6.2. Information on amendments (additions) to the Regulations is carried out by the Administrator of the AIS GZ by obligatory posting of these changes (additions) on the AIS GZ website at the address http: //goszakaz. admin. smolensk. ru.
6.3. All changes (additions) made by the Administrator of the AIS GZ to the Regulations, not related to changes in the current legislation of the Russian Federation, enter into force and become binding on the Parties to the Regulations from the moment these changes (additions) are posted on the website
AIS GZ.
6.4. All changes (additions) made by the Administrator of the AIS GZ to the Regulations in connection with the change in the current legislation of the Russian Federation, come into force simultaneously with the entry into force of the changes (additions) in these acts.
6.5. Any changes (additions) to the Regulations from the date of entry into force equally apply to all persons who joined the Regulations, including those who joined the Regulations earlier than the date of entry into force of the changes (additions). In case of disagreement with the changes (additions), the Party to the Regulations has the right, prior to the entry into force of such changes (additions), to terminate the contractual relationship in the manner provided for in Section 5 of these Regulations.
6.6. Appendix, changes (additions) to these Regulations are its integral and integral part.
7. Reimbursement of expenses for registration inAIS GZ and submission of a quotation application in the form of an electronic document
7.1. The submission of a quotation application in the form of an electronic document is made in the AIS GZ for Participants without charging a fee.
7.2. Registration of the Participant in the AIS GZ is carried out free of charge.
8. Use of electronic documents in AIS GZ
8.1. Electronic document - Information in electronic form signed by a qualified ES or unqualified ES, in cases established by federal laws, regulatory legal acts adopted in accordance with them or by an agreement between the Participant in placing an order and the Administrator of the AIS GZ in the form of an appendix to this Regulation (in the case of using By a participant of an unqualified electronic signature in accordance with the requirements of the Federal Law of 01.01.2001 "On Electronic Signature").
8.2. An electronic document used in the AIS GZ is considered to be properly executed and has the same legal force as a document on paper if the procedure for its execution is performed in accordance with the Regulations for the Application of Electronic Signatures in AIS GZ, which determines the procedure for organizing cryptographic protection of information in the exchange of electronic messages in the AIS GZ, and when authenticating users, and also meets the technical requirements set out in paragraphs. 6, 10 of the Regulations for the use of electronic signature in AIS GZ.
8.3. When using electronic signatures, AIS GZ users are guided by the current legislation of the Russian Federation, as well as the Regulations for the use of electronic signatures in AIS GZ.
8.4. The time of creation, receipt and sending of all electronic documents to the AIS GZ is recorded by the time of the server on which the AIS GZ is functioning. The AIS GZ administrator is responsible for ensuring information security of the time management system of the server on which the AIS GZ operates.
8.5. Participants participating in the request for price quotations must perform a set of actions necessary to obtain admission to the AIS GZ and perform actions in the AIS GZ, in accordance with the documents published in the open part of the AIS GZ in the "Help" section, the subsection "Participants in placing an order (suppliers) ".
8.6. Formation of an electronic document for sending to the AIS GZ is allowed using:
Freely distributed software forming the document in Rich Text Format (rtf);
Freely distributed software for forming a document in a cross-platform format of electronic documents (Portable Document Format) - pdf;
A package of Microsoft Office applications forming documents in doc, xls formats;
Graphic files format: Joint Photographic Experts Group (jpg), portable network graphics (png), Graphics Interchange Format (gif).
9. The procedure for using the electronic signature in the AIS GZ
9.1. The procedure for using ES in AIS GZ is carried out in accordance with the regulations for using ES in AIS GZ.
9.2. Requirements for the content of the certificate of verification of electronic signatures and production of electronic signatures are contained in clause 6 of the Regulations for the use of electronic signatures in AIS GZ.
10. The procedure for submitting a quotation application in the form of an electronic document.
10.1. The notice of the request for price quotations and the draft contract concluded based on the results of the request for price quotations shall be posted on the OOS.
10.2. The submission of a quotation application in the form of an electronic document is carried out in the closed part of the AIS GZ.
10.3. The date and time of submission by the Participant of the quotation application in the form of an electronic document is determined by the time of the server on which the AIS GZ is located.
10.4. The possibility of submitting a quotation order is available at any time from the date and time of the beginning of the period for submitting a quotation order until the expiration of the date and time of the period for submitting a quotation order specified in the notice of the request for price quotations.
10.5. The quotation order is formed and sent to the AIS GZ server in the form of an electronic document signed by the electronic signature of the Participant or the Participant's authorized representative, by means of the AIS GZ.
10.6. The quotation application must be drawn up in the form provided for by the notice of the request for price quotations.
10.7. A participant has the right to submit only one quotation application, changes to which are not allowed. The received quotation bid is registered and assigned an identification number, which is stored on the AIS GZ server. When a quotation order is accepted by the AIS GZ server, a notification of receipt of a quotation order is issued, which indicates its identification number and the date of its registration.
10.8. From the moment of the beginning of the submission of quotation bids in the form of an electronic document, the following information should be on the website in the closed part of the AIS GZ:
Registration number of the request for price quotations;
Customer name;
Subject of contract;
Maximum contract price;
Deadline for submitting a quotation application.
10.9. If, when organizing the submission of quotation bids in the form of an electronic document in the AIS GZ, malfunctions arise that entail the impossibility of continuing to submit quotation bids in the form of an electronic document, the Administrator of the AIS GZ, in agreement with the Authorized Body, has the right to suspend the acceptance of quotation bids in the form of an electronic document until the malfunctions are eliminated. At the same time, in the "News" section in the open part of the AIS GZ, the Administrator of the AIS GZ shall post information about the impossibility of submitting quotation bids in the form of an electronic document and the time when the AIS GZ will be operational.
10.10. The submission of quotation bids in the form of an electronic document in the AIS GZ shall be terminated upon the expiry of the date and time of the end of the submission of quotation bids in the form of an electronic document.
