I. General Provisions

1. The Department of Territorial Executive Bodies of the City of Moscow (hereinafter referred to as the Department) is a functional executive body of the City of Moscow, performing the functions of developing and implementing state policy in the field of territorial administration, the territorial structure of the city of Moscow, organizing and state support of local self-government, assessing the effectiveness of activities territorial executive bodies of the city of Moscow, improving the mechanisms of interaction between the territorial executive bodies of the city of Moscow and the population of the city of Moscow (hereinafter - the established field of activity).

III. Rights, organization of activities and management of the Department

5.6. Conduct monitoring, analysis of the effectiveness of activities, staffing of territorial executive bodies of the city of Moscow, local authorities in the city of Moscow.

5.7. To hold conferences, round tables, seminars and other events for the exchange of experience for the heads and employees of the prefectures of the administrative districts and administrations of the districts of the city of Moscow, local authorities.

5.8. Exercise other rights in accordance with federal laws, other regulatory legal acts of the Russian Federation, the laws of the city of Moscow, and other legal acts of the city of Moscow.

10. Serves as the main manager and recipient budget funds of the city of Moscow, the chief administrator of the budget revenues of the city of Moscow according to the sources assigned in accordance with the assigned powers.

11. Takes measures to implement programs, projects and activities in the field of energy conservation and energy efficiency improvement within the established scope of activities.

20. Head of Department:

20.14. Within the limits of its competence, organizes and provides mobilization training in the Department and its subordinate organizations.

21. In the Department, a collegium may be formed consisting of the head of the Department (chairman of the collegium), his deputies, who are members of the collegium ex officio. The composition of the collegium and its regulations are approved by a legal act of the Department.
