I ORDER:

1. To approve the attached Rules for the provision of postal services.

2. To establish that this order comes into force from the date of entry into force of the decree of the Government of the Russian Federation on recognizing as invalid the decree of the Government of the Russian Federation dated April 15, 2005 No. 221 "On approval of the Rules for the provision of postal services" (Collected Legislation of the Russian Federation, 2005, No. 17, art. 1556).

  Rules for the provision of postal services

I. General Provisions

1. These Rules govern the relationship between users of postal services and postal operators common use when concluding and executing an agreement on the provision of postal services, and also establish the rights and obligations of these operators and users.

2. Postal operators provide postal services to users on a contractual basis.

3. Postal services are subdivided into:

a) universal postal services;

b) other services, including:

services for the implementation of postal money transfers;

services for forwarding international postal items;

services for the reception, processing, transportation and delivery (delivery) of postal items sent within the time frame, in the manner and with the logo specified by the acts of the Universal Postal Union, which are carried out by the postal operator authorized in the prescribed manner to provide these services (hereinafter - EMS services (Express Mail Service).

4. Exchange of international postal items is carried out at federal postal facilities that process international postal items received from foreign postal administrations, accepted in the Russian Federation and dispatched to their destination, as well as sent by open transit (hereinafter - places of international postal exchange).

5. At the entrance to the postal service, a sign is placed indicating the name of the postal operator, the name and mode of operation of the object, its postal code.

6. Inside the postal facility, in a place visible and accessible to users of postal services, there should be a book of statements and proposals and the necessary information material, including:

a) the name of the postal operator and its location;

b) the address of the postal object and its postal code;

c) information about the place of receipt and consideration of claims;

d) a list of services provided, terms of their provision and tariffs for them;

e) the order of addressing and payment of postal orders;

f) the procedure for addressing, packing and paying for the shipment of postal items, the dimensions established for them and the maximum weight;

g) the storage period for unhandled postal items and unpaid postal orders;

h) a list of items and substances prohibited for shipment;

j) a copy of the license for the provision of postal services;

k) these Rules;

l) information on the responsibility of postal operators and users of postal services;

m) other information related to the provision of postal services by the operator.

7. Inside the postal facility, in which universal postal services are provided, a mailbox is additionally placed for collecting letter correspondence and information is indicated:

a) on the standards for the frequency of collection of letter-post from mailboxes, its exchange, transportation and delivery;

b) on the deadlines for sending written correspondence;

c) on the procedure for the provision of universal postal services.

8. Mailboxes indicate the name of the postal operator assigned mailbox number, days of the week and time at which the seizure of letter post is carried out.

9. Postal items and postal orders are subdivided into domestic (accepted for shipment within the territory of the Russian Federation) and international (accepted for shipment outside the Russian Federation, arriving on its territory from other states or transiting through the territory of the Russian Federation).

10. According to the totality of features that determine the procedure and conditions for acceptance, processing, transportation and delivery (delivery), postal items are divided into the following categories:

a) simple (including those sent in the form of an electronic document) - received from the sender without issuing a receipt and delivered (handed) to the addressee (his authorized representative) without his receipt of receipt, and in the case of simple mail sent in the form of an electronic document accepted and delivered in accordance with the procedure established by Chapter VI of these Rules;

b) registered (registered, including those sent in the form of an electronic document, ordinary, with a declared value (postal item accepted with an estimate of the value of the investment determined by the sender) - received from the sender with the issuance of receipts to him and handed to the addressee (his authorized representative) from his receipt in receipt, and in the case of registered mail sent in the form of an electronic document, accepted and delivered in accordance with the procedure established by Chapter VI of these Rules.

Registered postal items (postal orders) can be sent with acknowledgment of receipt (in international postal exchange - with acknowledgment of receipt) (upon submission of which, the sender instructs the postal operator to inform him or the person indicated by him when and to whom the postal item was delivered (postal order was paid ).

Postal items with declared value can be sent:

With cash on delivery (sent between objects of federal postal services, when filing which the sender instructs the organization of the federal postal service to receive the amount of money set by him from the addressee and send it to the address indicated by the sender);

With a list of attachments.

11. Domestic mail includes the following types and categories of postal items:

a) postal items in the form of written messages on a special form, sent in open form (simple, registered) (hereinafter - postcards);

b) postal items with a written message, including in the form of an electronic document (simple, including those sent in the form of an electronic document, registered, including those sent in the form of an electronic document, with a declared value) (hereinafter - letters);

c) postal items with printed publications, manuscripts, business papers, photographs (simple, registered, with a declared value) (hereinafter - parcels);

d) postal items, delivered in open form, with an attachment intended exclusively for the blind (simple, registered) (hereinafter - secograms);

e) postal items with a commodity investment (ordinary, with a declared value) (hereinafter - parcels);

f) mailings with goods and other material values ​​sent to the place of destination (ordinary, with a declared value) (hereinafter - direct mail containers).

12. When providing postal services (except for universal postal services), postal operators have the right to establish other types and categories of internal postal items for sending through their postal network.

13. Written correspondence, with the exception of simple and registered mail sent in the form of an electronic document, sent when providing universal postage services, must comply with the maximum weight, permissible investment and size limits specified in Appendix No. 1 to these Rules.

The postal operator providing universal postal services does not have the right to refuse to the user of postal services in accepting internal written correspondence if it complies with the maximum weight, permissible investment and size limits specified in the appendix.

Postal operators provide postal services only if they have an appropriate license issued in accordance with Federal Law No. 99-FZ dated May 4, 2011 "On Licensing Certain Types of Activities" (Collected Legislation of the Russian Federation, 2011, No. 19, Art. . 2716; No. 30, Art. 4590; No. 43, Art. 5971; No. 48, Art. 6728; 2012, No. 26, Art. 3446; No. 31, Art. 4322; 2013, No. 9, Art. 874; No. 27, Art. 3477; 2014, No. 30, Art. 4256).

14. An international postal item sent within the framework of an international postal exchange must comply with the weight limit, admissible attachment and size limits specified in Appendix No. 2 to these Rules.

15. Postal operators have the right to establish the categories of postal items (postal orders) depending on the category of senders, the reception, forwarding and delivery of which are carried out in a priority order at the established rates provided for the corresponding types of postal items (postal orders).

II. Acceptance of postal items and postal orders

16. In domestic mailings, attachments are sent that are not prohibited from being sent within the territory of the Russian Federation in accordance with the Federal Law of July 17, 1999 No. 176-FZ "On Postal Communication" (Collected Legislation of the Russian Federation, 1999, No. 29, Art . 3697; 2003, No. 28, Art. 2895; 2004, No. 35, Art. 3607; 2007, No. 27, Art. 3213; 2008, No. 29, Art. 3418; No. 30, Art. 3616; 2009, No. 26 , Art. 3122; 2011, No. 50, Art. 7351).

17. In international postal items, attachments are sent that are not prohibited:

a) for import into the territory of the Russian Federation;

b) for export from the territory of the Russian Federation and for import into the state of destination.

Prohibitions and restrictions on the transfer of goods in international postal items are established by the customs legislation of the Russian Federation.

18. Postal orders are accepted for shipment in the currency of the Russian Federation.

19. Postal items are accepted packed. The packaging of postal items must correspond to the nature of the attachment, the conditions of shipment, exclude the possibility of damage to the attachment during processing and shipment, access to it without breaking the shell, damage to other items and causing any damage to property and postal workers.

Packing of various types and categories of postal items, depending on the nature of their enclosure, is determined by postal operators.

20. Postal items are accepted in open form in the following cases:

a) when sending them with a list of attachments;

b) if there are signs of content in the postal item of prohibited items or substances.

21. The postal address includes a description of the location of the user of the postal services with the obligatory indication of the postal code and (or) designation of the user's address by the postal services in information system organizations of the federal postal service.

The user's postal address in the information system of the federal postal organization is assigned to the user automatically when he confirms his consent to receive registered mail sent in the form of an electronic document in accordance with paragraph 57 of these Rules.

The exact addresses of the sender and addressee are indicated by the sender on postal items and forms of postal money transfers.

The addresses of the sender and addressee of postal items (postal orders) accepted for shipment within the territory of the Russian Federation, with the exception of simple and registered postal items sent in the form of an electronic document, must be indicated in Russian. The addresses of the sender and addressee of postal items (postal orders) accepted for forwarding within the territories of the republics within the Russian Federation may be indicated in the state language of the corresponding republic, provided they are repeated in Russian.

On international mail, the address is written in Latin letters and Arabic numerals. It is allowed to write the address in the language of the country of destination, provided that the name of the country of destination is repeated in Russian.

The addressee's address is written in the lower right part of the mail item, and the sender's address is in the upper left part. The address is written clearly and without corrections, it should not contain characters that are not related to the address, and abbreviated names.

22. Address details on postal items and forms of postal money transfers are written in the following order:

and for legal entity- full or abbreviated name (if any), for a citizen - surname, name, patronymic (the latter, if any);

b) bank details (for postal orders sent to a legal entity or received from a legal entity);

c) street name, house number, apartment number;

d) the name of the settlement (city, town, etc.);

e) the name of the area;

f) the name of the republic, krai, oblast, autonomous okrug (oblast);

g) country name (for international postal items);

h) postal code.

Postal orders and postal items, with the exception of simple and registered postal items sent in the form of an electronic document, can be addressed on demand (indicating on the postal item or postal money transfer form the name of the postal service object, surname, name, patronymic of the addressee) or to a post office box (indicating on the postal item or postal money transfer form the name of the postal object, the cell number of the post office box, the last name, first name, patronymic of the addressee or the full name of the legal entity).

23. The payment for the provision of postal services is collected from the sender when accepting postal items and postal orders in accordance with the tariffs in force on the date of receipt, unless otherwise specified by the agreement between the postal operator and the user of postal services.

There is no charge for the shipment by land transport of domestic and international secograms.

The procedure for payment for postal services for the delivery (handing in) of simple and registered mail sent in the form of an electronic document is determined by an agreement between the postal operator and the user of postal services.

The fee for the provision of postal services for the delivery (handing in) of simple and registered mail sent in the form of an electronic document should not exceed the maximum level of tariffs established for universal postal services.

The standards, deadlines and tariffs for the provision of postal services that are not related to universal postal services are set by postal operators.

24. To confirm payment for postage services for sending simple and registered letter correspondence provided by federal postal organizations, state postage signs are used. The following are used as state signs of postage:

a) postage stamps affixed to letter-post or typographically applied to postal envelopes and postcards;

b) imprints of state signs of postage, applied by franking machines;

c) other signs of postage applied by typographic method;

d) other signs in the information system of the organization of federal postal services, confirming payment for postal services for sending ordinary and registered mailings in the form of an electronic document.

25. State signs of postage are placed in the upper right corner of the letter post. It is the responsibility of the sender to stick postage stamps on written correspondence for the amount of the cost of postage services. It is prohibited to stick one postage stamp on top of another.

26. Sold state postage stamps cannot be exchanged or returned. Postage stamps withdrawn from postal circulation, damaged (soiled, damaged, sealed, canceled in any way), as well as foreign postage stamps are not used to confirm payment for postal services.

27. In order to pay for the services of sending international letter-post that meets the requirements established by these Rules, international response coupons (printed on paper with watermarks depicting the abbreviation "UPU" in large print) issued by the International Bureau of the Universal Postal Union may be presented in accordance with acts of the Universal Postal Union.

The international response coupons presented upon receipt of the postal item are exchanged for postage stamps in accordance with the tariff for the air transport of one simple international letter weighing up to 20 grams.

28. Postal items, with the exception of ordinary and registered postal items, sent in the form of an electronic document, and postal orders are accepted at postal facilities. Ordinary written correspondence, with the exception of secograms and ordinary postal items sent in the form of an electronic document, the payment for the forwarding services of which is confirmed by postage stamps, may be dropped into mailboxes.

Letter correspondence dropped into mailboxes without confirmation of full payment for the service is not sent to its destination and is returned without cancellation of stamps to the senders, and in the absence of the sender's address, it is transferred to the number of undelivered postal items. Written correspondence with cliche impressions of franking machines and other signs confirming payment for postal services is accepted at postal facilities determined by the postal operator.

29. International postal items are accepted and processed in accordance with the acts of the Universal Postal Union, international treaties of the Russian Federation in the field of international postal exchange and the requirements of these Rules.

30. Postal items of diplomatic and consular missions of foreign states, international intergovernmental organizations and representative offices of foreign states at these organizations in the Russian Federation for shipment within the Russian Federation, as well as postal items sent to the address of these institutions, are paid for and formalized as internal, but processed , are sent and delivered in the manner prescribed for international mail.

31. Registered postal items, with the exception of registered postal items sent in the form of an electronic document, and postal orders are accepted at postal facilities with the obligatory indication of the sender's address.

Upon receipt of a registered postal item or postal order, a receipt is issued to the sender. The receipt indicates the type and category of the postal item (postal order), the addressee's surname (name of the legal entity), the name of the postal service object of the destination, the number of the postal item (postal order).

III. Delivery (handing over) of postal items

and payment of postal orders

32. Postal items (postal orders) are delivered (paid) in accordance with the addresses indicated on them or issued (paid) at postal facilities.

The procedure for the delivery of postal items (payment of postal orders) to the address of a legal entity is determined by an agreement between it and the postal operator.

In the cells of subscriber mailboxes, post office boxes, cells of subscription mailboxes, mailboxes of support points are lowered in accordance with the addresses indicated on them, unless otherwise specified by an agreement between the postal operator and the user of postal services:

a) simple postal items;

b) notifications of registered postal items and postal orders;

c) notifications about ordinary postal items, the dimensions of which do not allow them to be lowered into the cells of the mail cabinets;

d) simple notifications of delivery of postal items and payment of postal orders.

33. Handing over of ordinary postal items addressed on demand, registered postal items, as well as payment of postal orders to addressees (authorized representatives) shall be carried out upon presentation of an identity document.

34. Postal items and postal orders, if it is impossible to deliver (pay) them to the addressees (their authorized representatives), are stored in postal facilities for 30 days from the date of receipt of the postal item at the postal facility. The storage period for postal items and postal orders may be extended at the request of the sender or addressee (his authorized representative).

If the addressee does not appear for the postage and postal order within 5 working days after the delivery of the primary notice, a secondary notice is delivered to him and handed over against receipt.

The addressee (his authorized representative), and in case of return, the sender may be charged for storing the registered mail within a period of more than one working day after the delivery of a secondary notification with an invitation to the postal service to receive the mail (not counting the day delivery). The storage fee is determined in accordance with the tariffs set by the postal operators.

After the expiration of the established storage period, ordinary written correspondence not received by the addressees (their authorized representatives) is transferred to the number of unclaimed postal items. Registered postal items and postal orders not received by the addressees (their authorized representatives) are returned to the senders at their expense to the return address, unless otherwise provided by the agreement between the postal operator and the user. If the sender refuses to receive and pay for the shipment of the returned postal item or postal order, they are transferred for temporary storage among the unclaimed ones.

35. The postal item or postal order is returned to the return address:

a) at the request of the sender;

b) if the addressee (his authorized representative) refuses to receive it;

c) in the absence of the addressee at the specified address;

d) if it is impossible to read the addressee's address;

e) under circumstances that exclude the possibility of the postal operator fulfilling its obligations under the contract for the provision of postal services, including the absence of the addressee's address indicated on the shipment.

For the return of registered postal items and postal orders to a new address, a fee is charged, the amount of which is determined in accordance with the tariffs in force on the date of return (shipment to a new address).

36. The issuance by the postal operator of international postal items to the addressees (their authorized representatives) is carried out in compliance with the requirements of the customs legislation of the Russian Federation.

International postal items, on the investments of which the customs authority located at the place of international postal exchange, has accrued customs payments, are issued to the addressees (their authorized representatives) only after payment of the accrued customs payments in accordance with the customs legislation of the Russian Federation.

37. Simple postal items taken out of mailboxes without addresses or with incomplete, unclear, abbreviated addresses, postal items with missing (damaged) addresses, which do not allow them to be sent to their destination or returned to senders, are transferred for temporary storage among the undelivered ones.

b) ensure the safety of postal items and postal orders received from users;

c) ensure the quality of postal services in accordance with regulatory legal acts regulating activities in the field of postal services and the terms of the contract;

d) provide, in the cases and procedure established by the legislation of the Russian Federation, assistance to authorized state bodies carrying out operational-search activities or ensuring the security of the Russian Federation during operational-search activities and investigative actions;

47. Information about the address data of users of postal services, about postal items, postal orders, telegraph and other messages included in the scope of activities of postal operators, as well as these postal items themselves, money transferred, telegraph and other messages are secret communications and issued only to senders (addressees) or their authorized representatives.

48. Postal operators have the right to detain domestic postal items, the contents of which are prohibited from forwarding, at the place of their discovery.

The postal service operators are obliged to immediately notify the relevant authorities authorized to seize the items and substances prohibited for shipment about the fact of detection in postal items of an enclosure prohibited for forwarding and the detention of these postal items, and in respect of international postal items, postal operators are obliged to immediately notify customs authorities of the Russian Federation.

49. Items that, by their nature or because of packaging, may pose a danger to the life and health of people, contaminate or damage (damage) other postal items and property, are seized by postal operators and destroyed, if this danger cannot be eliminated in any other way, with drawing up an appropriate act.

The postal operators are obliged to inform the sender or addressee of the seizure or destruction of items and substances prohibited for shipment within 10 days, except for cases when, upon the discovery of these items and substances, law enforcement agencies decide to conduct operational-search measures.

50. The postal operator has the right to refuse to the users of postal services in the provision of postal services in a postal facility, if such a service is not included in the list of postal services approved by the postal operator for this facility.

Vi. Features of acceptance and delivery (delivery)simple and registered mail,sent in the form of an electronic document

51. Sending by the sender of ordinary and registered mail sent in the form of an electronic document is carried out using the information system of the organization of the federal postal service.

52. The information system for the organization of federal postal services is designed to provide users of postal services with the possibility of sending and receiving simple and registered mailings in the form of an electronic document, with confirmation of the facts of acceptance and delivery (delivery) of such items.

53. The sending of simple and registered mail sent in the form of an electronic document can be carried out by senders who have passed registration in the federal state information system "Unified identification and authentication system in the infrastructure providing information technology interaction of information systems used to provide state municipal services in electronic form "(hereinafter - the unified identification and authentication system).

54. Simple and registered postal items sent in the form of an electronic document using the information system of the organization of federal postal services must be signed with an enhanced qualified electronic signature or a simple electronic signature received in accordance with the Decree of the Government of the Russian Federation No. 33 dated January 25, 2013 “About using a simple electronic signature in the provision of state and municipal services "(Collected Legislation of the Russian Federation, 2013, No. 5, Art. 377; No. 45, Art. 5807; No. 50, Art. 6601) and sent in compliance with information protection measures.

Simple and registered mail sent in the form of an electronic document must contain the following information: the identifier of the mail item, the address data of the sender and addressee, information about the time and date of receipt of the mail item.

55. Acceptance of ordinary and registered mail sent in the form of an electronic document is carried out by registering them in the information system of the organization of the federal postal service.

56. The organization of the federal postal service sends the sender a notification in the form of an electronic document on the acceptance of ordinary and registered mail sent in the form of an electronic document.

57. Delivery (handing in) to the user's postal address, specified in the information system of the organization of federal postal services, of ordinary and registered mail sent in electronic form, is carried out on condition:

a) the user undergoes the registration and authorization procedure in the unified identification and authentication system by the user of postal services;

b) confirmation by the user of postal services in the federal state information system "Unified portal of state and municipal services (functions)" or in the information system of the organization of federal postal services consent to receive registered mail sent in the form of an electronic document to the user's postal address by postal services communications specified in the information system of the organization of federal postal communications.

58. The consent specified in subparagraph "b" of paragraph 57 of this chapter is drawn up in the form of an electronic document signed with an enhanced qualified electronic signature or a simple electronic signature of the user of postal services, received in accordance with the Decree of the Government of the Russian Federation of January 25, 2013 No. 33 " On the use of a simple electronic signature in the provision of state and municipal services "(Collected Legislation of the Russian Federation, 2013, No. 5, Art. 377; No. 45, Art. 5807; No. 50, Art. 6601).

59. In the event that the user of postal services does not comply with the conditions provided for in paragraphs 57 and 58 of this chapter, delivery (handing over) of ordinary and registered mail sent in the form of an electronic document is carried out in the manner prescribed by Chapter III of these Rules.

60. A registered postal item sent in the form of an electronic document is considered delivered to the addressee if:

a) the organization of the federal postal service in the information system has received a notification that the addressee has read the registered mail;

b) the organization of the federal postal service has received a receipt from the addressee (his authorized representative) on the delivery of registered mail.

61. The organization of federal postal services in the cases specified in clause 60 of this chapter shall send to the sender's postal address indicated in the information system of the organization of federal postal services a notice of delivery of registered mail, signed with an enhanced qualified electronic signature of the organization of federal postal services.

62. The verification of the authenticity of a simple electronic signature with which a simple or registered postal item is signed in the form of an electronic document, as well as the consent of the user of postal services to receive registered postal items sent in the form of an electronic document, is carried out by the organization of the federal postal service using the appropriate service unified system identification and authentication.

Rules for the provision of postal services

The rules for the provision of postal services regulate the relationship between the sender and the telecom operator. They also establish their rights.

Postal services are provided by postal associations, postmen in work time and freelance communications workers. The types of services that are provided by one or another department are established on an individual basis. Postal operators work according to the contract. The service provision document is public.

Services,which are provided by post offices are divided into universal and others. The first includes all the standard procedures for us. Their prices are set by the federal local monopoly authority. Other services include money transfers and sending parcels and letters to other countries (EMS services). The terms and tariffs for them are set by the postal operator.

The procedure for communicating information by a telecom operator.

At the entrance to the postal service, a sign is placed indicating the name of the postal operator, the name and mode of operation of the facility, and its postal code.

Inside the postal facility, in a prominent and accessible place for users of postal services, there should be a book of statements and proposals and the necessary information material, including:

a) the name of the postal operator and its location;

b) the address of the postal object and its postal code;

c) information about the place of receipt and consideration of claims;

d) a list of services provided, terms of their provision and tariffs for them;

e) the order of addressing and payment of postal orders;

f) the procedure for addressing, packing and payment for postage, the size and weight limit established for them;

g) the storage period for unhandled postal items and unpaid postal orders;

h) a list of items and substances prohibited for shipment;

j) a copy of the license for the provision of postal services;

l) information on the responsibility of postal operators and users of postal services;

m) other information related to the provision of postal services by the operator.

Inside the postal facility, in which universal postal services are provided, a mailbox is additionally located for collecting letter correspondence and information is indicated:

a) on the standards for the frequency of collection of letter-post from mailboxes, its exchange, transportation and delivery;

b) on the deadlines for sending written correspondence;

c) on the procedure for the provision of universal postal services.

The mailboxes indicate the name of the postal operator, the number assigned to the mailbox, the days of the week and the time at which the seizure of written correspondence is carried out.

Types of mailings / transfers

Postal items and postal orders are subdivided into internal(accepted for shipment within the territory of the Russian Federation) and international(accepted for shipment outside the Russian Federation, entering its territory from other states or following in transit through the territory of the Russian Federation).

Postal items are divided into the following categories:

a) simple(including those sent in the form of an electronic document) - received from the sender without issuing receipts to him and delivered (handed) to the addressee (his authorized representative) without his receipt;

b) registered(registered, including those sent in the form of an electronic document, ordinary, with a declared value (postal item accepted with an estimate of the value of the investment determined by the sender) - received from the sender with the issuance of receipts to him and handed to the addressee (his authorized representative) with his receipt in receiving.

Registered postal items (postal orders) can be sent with acknowledgment of receipt(in international postal exchange - with notification of receipt) (upon submission of which the sender instructs the postal operator to inform him or the person indicated by him when and to whom the postal item was delivered (postal order paid).

Postal items with declared value can be sent:

- with cash on delivery(sent between objects of the federal postal service, when filing which the sender instructs the organization of the federal postal service to receive the amount of money set by him from the addressee and send it to the address indicated by the sender);

- with a list of attachments.

Postal operators provide postal services only if they have an appropriate license issued in accordance with the Federal by law from 04.05.2011 N 99-ФЗ "On licensing of certain types of activities".

Acceptance of postal items and postal orders

In domestic mail, attachments are sent that are not prohibited from being sent within the territory of the Russian Federation in accordance with Federal Law of July 17, 1999 N 176-FZ "On Postal Communication".

In international mail, attachments are sent that are not prohibited:

a) for import into the territory of the Russian Federation;

b) for export from the territory of the Russian Federation and for import into the state of destination.

Prohibitions and restrictions on the transfer of goods in international postal items are established by the customs legislation of the Russian Federation.

Postal orders are accepted for shipment in the currency of the Russian Federation.

Postal items are accepted packed. The packaging of postal items must correspond to the nature of the attachment, the conditions of shipment, exclude the possibility of damage to the attachment during processing and shipment, access to it without breaking the shell, damage to other items and causing any damage to property and postal workers.

Postal items are accepted in open form in the following cases:

a) when sending them with a list of attachments;

b) if there are signs of content in the postal item of prohibited items or substances.

Post office standard services include postage and delivery.

Additional services include package packaging, money orders, parcel storage or home delivery.

Often, it is the communications departments that issue the pension and accept payment for utility bills. Such services are not subject to postal regulations. They are produced on a contractual basis with certain organizations.

Payment for postal services

First of all, it is worth paying attention to the fact that in each post office information about services and their cost should be in a conspicuous place. You can pay for the shipment both in cash and by bank transfer. It is also possible to use postal signs. These include standard and serrated stamps, and pre-printed envelopes.

Postage stamps must be placed in the upper right corner. If this is a power of attorney or a statement, then they are located in any convenient free space... Contaminated, obsolete or damaged postage marks are considered invalid. It should be noted that they cannot be returned and exchanged in any external condition.

Parcels, registered letters, parcels, money transfers, storage and other Additional services paid only in cash. At the request of the customer, securities can be sent in marked envelopes. Businesses and organizations can pay for postal services at the nearest bank branch.

Payment for postal services is charged from the sender when accepting postal items and postal orders in accordance with the tariffs in force on the date of receipt, unless otherwise specified by the agreement between the postal operator and the user of postal services.

The procedure for payment for postal services for the delivery (handing in) of simple and registered mail sent in the form of an electronic document is determined by an agreement between the postal operator and the user of postal services.

The fee for the provision of postal services for the delivery (handing in) of simple and registered mail sent in the form of an electronic document should not exceed the maximum level of tariffs established for universal postal services.

The standards, deadlines and tariffs for the provision of postal services that are not related to universal postal services are set by postal operators.

Rights and obligations of users of postal services

The user of postal services is obliged to pay for the services rendered to him.

Prior to the issuance of the registered postal item to the addressee (his authorized representative) or the payment of the postal order, the sender has the right, in the manner established by the operator, on the basis of his written application:

a) order the return of his postal item or postal order;

b) order the delivery of the postal item or the payment of the postal order to another person and at a different address, or the delivery (payment) of it to the same addressee, but at a different address;

c) extend the storage period for the postal item or postal order;

d) order the implementation of the actions provided for by the acts of the Universal Postal Union, in case of non-delivery to the addressee of the international parcel (his authorized representative), making a note on the accompanying form to it.

The sender has the right to receive back registered postal items or postal orders that have not yet been sent to their destination. In this case, the conditions for refunding the postage processing fee are set by the postal operators.

The addressee (his authorized representative) has the right to refuse the postal item or postal order received at his address by making a note about this on the postal item or notification. If the addressee (his authorized representative) refuses to make such a mark, it is made by the postal worker.

The addressee (his authorized representative) has the right, for an additional fee, to make an order (in writing) about the dispatch or delivery to another address of mailings and postal orders arriving in his name.

Rights and obligations of postal operators

Postal operators are obliged to:

a) send postal items and carry out postal orders in a timely manner;

b) ensure the safety of postal items and postal orders received from users;

c) ensure the quality of postal services in accordance with regulatory legal acts regulating activities in the field of postal services and the terms of the contract;

d) provide, in the cases and procedures established by the legislation of the Russian Federation, assistance to authorized state bodies carrying out operational-search activities or ensuring the security of the Russian Federation during operational-search activities and investigative actions;

e) maintain the secrecy of communication.

Information about the address data of users of postal services, about postal items, postal orders, telegraph and other messages included in the scope of activities of postal operators are secret connection and issued only to senders (addressees) or their authorized representatives.

Postal operators have the right to detain domestic mail items, the contents of which are prohibited from forwarding, at the place of their discovery.

Items that, by their nature or due to packaging, can pose a danger to life and health of people, contaminate or spoil (damage) other postal items and property, are seized by postal operators and destroyed, if this danger cannot be eliminated in another way, with the preparation of an appropriate act.

The postal operators are obliged to inform the sender or addressee of the seizure or destruction of items and substances prohibited for shipment within 10 days, except for cases when, upon the discovery of these items and substances, law enforcement agencies decide to conduct operational-search measures.

The postal operator has the right to refuse the users of postal services in the provision of postal services in the postal facility, if such a service is not included in the list of postal services.

The procedure for making claims.

According to Art. 37 of the Federal Law of the Russian Federation dated 17.07.1999 N 176-FZ "On postal communication" in case of non-fulfillment or improper fulfillment of obligations for the provision of postal services, the user of postal services has the right to present a claim to the postal operator, including with a claim for compensation for harm.

Claims for non-delivery, late delivery, damage or loss of postal items, or non-payment of the transferred funds are submitted within six months from the date of submission of the postal item or postal money transfer.

Claims are submitted in writing and are subject to mandatory registration in accordance with the established procedure.

Written responses to claims must be given within the following deadlines:

  • for claims for postal items and postal transfers of funds sent (transferred) within one locality - within five days;
  • for claims for all other postal items and postal money orders - within 30 days.

A claim against the organization of federal postal services can be presented both at the place of receipt and at the place of destination of the postal item.

Claims for the search for international postal items are accepted and considered in the manner and terms stipulated by the legislation of the Russian Federation and international treaties of the Russian Federation.

Liability issues for loss or damage (damage) of international postal items are governed by the legislation of the Russian Federation and international treaties of the Russian Federation.

In case of refusal of the postal operator to satisfy the claim, or in case of hisconsent to partially satisfy the claim, or in case of failure to receive a response from the postal operator within the time frame established for the consideration of the claim, a user of postal services has the right to file a complaint with the Ministry of Telecom and Mass Communications of Russia.

If the dispute between the consumer and the operator of postal services is of a property nature, then it is subject to resolution solely through the courts.

On April 9, a new edition of the Rules for the provision of postal services, approved by the order of the Ministry of Telecom and Mass Communications of the Russian Federation, came into force.

The document officially establishes the possibility of the client's refusal to receive paper notices. The user of postal services will be able to use alternative ways notifications about the arrival of items to his address, for example, via sms, push notifications in mobile application or by e-mail.

The possibility of issuing postal items with user identification by means of information and communication technologies provided by the federal postal operator, without the recipient presenting an identity card and filling out a standard notification, has been fixed. At the same time, alternative methods of customer identification will be used along with the existing ones.

In all branches of the Russian Post in Moscow and the Moscow region, customers can already receive items that do not require payment using a simple electronic signature. This makes it possible to reduce the delivery time of mail by five times and to eliminate the need to fill out paper notices. The service is provided free of charge on the basis of the registration form completed at the post office. It contains passport data and number mobile phone client. When transferring the application to the operator, the consumer must present a passport to confirm the identity.

After completing this document once, the client will no longer have to fill out paper notices. Now, when receiving a parcel, the client needs to tell the operator his phone number or tracking number of the shipment. And he will receive an SMS message with a confirmation code, which the recipient will need to call the operator of the post office to receive the shipment.

In addition, since April 9, the storage period for parcels in post offices has been reduced to 15 days. The shelf life of postal orders and letter-post, which also includes international small packages, remains the same - 30 calendar days.

With development ecommerce the load on post offices is significantly increased. According to preliminary data, in the first quarter of 2018, the Russian Post processed more than 95 million postal items, of which more than 1 million parcels. Reducing the storage time of large-sized mailings in post offices is aimed at improving the quality of customer service. It will optimize the storage area and shorten the time it takes to issue mail.

In the new edition of the Rules for the provision of postal services, for the first time in the legislation of the Russian Federation, automated postal points are mentioned. They will allow customers to independently receive and send mail without interacting with postal employees.

The document expands the list of international postal items that can be sent (including cash on delivery, with declared value), if this is provided for by agreements with foreign postal operators.

The Rules for the provision of postal services now prescribe the procedure for filing and registering claims.
